The Haydar Aliyev Center for Eurasian Studies (HACE) at Ibn Haldun University hosted an event titled “What Is It to Be a Humanitarian in Armed Conflict Settings?” on October 5, 2026. The guest speaker was Nadira Mirzalieva, Humanitarian Specialist at the International Committee of the Red Cross (ICRC) in Geneva.

The workshop titled “AI in Energy and Economics: Security Issues, Risks, Regulations, Opportunities and Challenges”, organized in collaboration between Ibn Haldun University and Fatih Sultan Mehmet Vakıf Üniversitesi, was held at the Ayasofya Campus of FSMVU.

The Political Academy program, implemented through the collaboration of Başakşehir Municipality, Ibn Haldun University, and the City Council, has been successfully completed. Following five days of intensive training, the participating students received their certificates from Başakşehir Mayor Yasin Kartoğlu.

Ibn Haldun University hosted a conference titled “From Linguistic Unity to Strategic Cooperation: The Organization of Turkic States,” focusing on the institutional and strategic dimensions of solidarity among the Turkic world. The event took place on October 27, 2025, at the Teoman Duralı Conference Hall of the Media and Event Center.

The “Uzbekistan–Türkiye Strategic Vision Forum,” jointly organized by Ibn Haldun University and the University of World Economy and Diplomacy (UWED) in Tashkent, was held on October 13, 2025, in the capital city of Uzbekistan. The forum brought together prominent academics, diplomats, and experts from both countries to strengthen academic and strategic dialogue between Türkiye and Uzbekistan.

Our Center Director Prof. Dr. Yaşar Sarı attended the opening of the “Center for Turkic World Studies” in Hungary and participated as a panelist in the panel titled “Strategic Vision – Political and Diplomatic Perspectives.”

Our Center Director Prof. Dr. Yaşar Sarı participated in the workshop titled “INTPOLSEC Workshop Series: Exploring Regional Dynamics in a Multiplex World.”

One student from each of the eight countries — consisting of the five full members and three observer members of the Organization of Turkic States — will be selected to pursue graduate studies at Ibn Haldun University. The selection will be made by a committee formed by our university, the Organization of Turkic States, and the Consulate General of the Republic of Azerbaijan in Istanbul.

The 2nd Turkic World Summer School, organized under the coordination of the Haydar Aliyev Eurasian Studies Center at Ibn Haldun University in cooperation with the Organization of Turkic States (OTS), was successfully held at Ibn Haldun University Başakşehir Campus between 23–27 June 2025.

The Haydar Aliyev Center for Eurasian Studies has released a comprehensive 584-page volume titled Turkic World Studies: Azerbaijan, offering an in-depth examination of Azerbaijan’s strategic, cultural, and political role within the Turkic world. Published in collaboration with Ibn Haldun University Press, the book features original contributions from young scholars and covers a wide range of topics including post-Karabakh identity formation, energy security, legal structures, education policy, and international relations. Key sections explore Azerbaijan’s integration vision within the Organization of Turkic States and its growing strategic partnership with Turkey. In the foreword, Dr. Alptekin Cihangir İşbilir highlights the importance of this academic work in advancing institutional cooperation and policy development across the Turkic world.

The Haydar Aliyev Center for Eurasian Studies has released a new report analyzing how external spheres of influence in Kazakhstan have shifted since the outbreak of the Ukraine war in 2022. Authored by Eldaniz Gusseinov, the report highlights Russia’s growing military and political presence via the transit of dual-use goods, though Kazakhstan constrains this through negotiation. The European Union emerges as the dominant economic actor, while China’s influence is weaker than expected. Türkiye remains the least influential actor both before and after the war. Meanwhile, Kazakhstan is actively diversifying its global partnerships to counterbalance Russia’s expanding role.

Üsküdar University hosted a seminar on "The Russia-Ukraine War in the International Agenda," presented by Prof. Dr. Yaşar Sarı, Director of HACE. The discussion highlighted how the conflict extends beyond regional borders, significantly impacting the Turkic World through security and economic challenges in Central Asia, while underscoring Turkey's growing strategic role. The event provided an academic platform for analyzing the war's global implications and regional security dynamics, attracting keen interest from students and scholars.

On Friday, March 21, Ibn Haldun University hosted a lively Nevruz celebration to welcome spring and nature’s renewal. Organized by the Haydar Aliyev Center for Eurasian Studies and various student clubs, the event featured a traditional Turkic nomadic tent displaying historical attire and artifacts, as well as activities like horseback riding and archery. Festivities culminated with the lighting of the Nevruz fire and a talk by Dr. Tolkun Soldan, highlighting the cultural significance of Nevruz. A Caucasian dance troupe and a stirring performance by dombra artist Arslanbek Sultanbekov brought the celebration to an unforgettable close.

Haydar Aliyev Center for Eurasian Studies (HACE) organized the 2024 International Eurasia Conference, which took place on May 21-22, 2024, at Ibn Haldun University. The conference addressed various contemporary issues related to Eurasia, including history, politics, economics, international relations, and media. Experts and researchers from numerous countries, including Türkiye, Russia, the United Kingdom, Iran, Poland, Kazakhstan, Uzbekistan, Azerbaijan, Kyrgyzstan, Tajikistan, and Hungary, participated in the event. The abstracts of the papers presented at the conference have been compiled into a book edited by Yaşar Sarı and Chountagi Bekir. The "International Eurasia Conference 2024: Abstract Proceedings Book" has been published by Ibn Haldun University Press and made available for academic access.

Assistant Professor Dr. Najiba Mustafayeva has received significant support from the Turkish Academy for her research project titled “International Law Education: The Turkish Perspective.”

Turkic States Organization Vision and Future Building Panel Held in Istanbul The panel, organized in collaboration with Istanbul Commerce University and Ibn Haldun University, focused on cultural, economic, and academic cooperation among Turkic states, a common alphabet and linguistic unity, educational projects, and youth participation. TDT Deputy Secretary General Sadi Jafarov emphasized the importance of a unified Turkic alphabet, while Uzbekistan Consul General in Istanbul, Sherzod Abdunazarov, highlighted the need for greater youth engagement in the process. The Turkic World 2040 Vision was discussed, addressing economic and environmental cooperation. The event concluded with the TDT-Silk Road Photography Exhibition, which will remain open for a week.

As Haydar Aliyev Eurasian Studies Center, we hosted the commemoration program organized in our university to commemorate the 33rd anniversary of the Khojaly Genocide. On February 26, 1992, we came together with the participation of academics, students and protocol members in order not to forget this painful event in the Khojaly town of Azerbaijan and to make it more known in the international arena.

On January 17, 2025, the Haydar Aliyev Eurasian Studies Center at Ibn Haldun University, in collaboration with the Organization of Turkic States and Fatih Sultan Mehmet Vakıf University, organized the "Panel on the Development of the Organization of Turkic States and Photo Exhibition." The event took place at Gülhane Campus, with an opening speech delivered by Prof. Dr. Zekeriya Kurşun. During the panel, Assoc. Prof. Dr. Bilal Bağış and Prof. Dr. Yaşar Sarı gave presentations on the development of the Organization of Turkic States, regional cooperation, and the future of the Turkic world. The event attracted great interest from attendees. As part of the event, a special photo exhibition reflecting Turkic culture and history was also presented to visitors. The Haydar Aliyev Eurasian Studies Center emphasized its commitment to contributing to the academic and cultural development of the Turkic world through ongoing initiatives.

Within the framework of the 11th Summit of the Council of Heads of State of the Organization of Turkic States (OTS) in Bishkek on 6 November 2024, a panel titled “Strengthening Regional Unity: The Role of the Organization of Turkic States in Central Asia and Beyond” was organised.

The 4th Manas Forum, organized by the Haydar Aliyev Center for Eurasian Studies and hosted by our university, took place on October 16-18, 2024.

Within the scope of the Turkic World Science Awards, our Center Director Prof. Dr. Yaşar Sarı was presented the Ibn Haldun Award.

Deputy Director of the Analytical Centre of the Government of the Russian Federation Dr. Mikhail Pryadilnikov was our guest.

During his visit to Ibn Haldun University on 15 April 2024, Secretary General of the Organisation of Turkic States Ambassador Kubanychbek Omuraliev met with the university leadership and the administration of Haydar Aliyev Center for Eurasian Studies.

As part of this scholarship program, a commission formed by our university and the Turkic States Organization will select one student each from the five full members and three observer members of the Organization of Turkic States. These students will pursue graduate education at Ibn Haldun University.
