As part of his working visit to Strasbourg (French Republic), Murat Ukushev, Head of the Legal Support Department of the Presidential Administration of the Kyrgyz Republic, met with representatives of the European Court of Human Rights. The parties discussed key aspects of the European Court's activities as an international judicial body that hears complaints from individuals and legal entities. Special attention is paid to the procedures for considering individual complaints, decision-making mechanisms, and modern approaches to ensuring human rights and freedoms. In the context of strengthening bilateral cooperation, prospects for cooperation between the Institute of the Ombudsman of the Kyrgyz Republic and the European Court of Justice in the field of human rights protection, improvement of national justice mechanisms and exchange of experience in the field of law enforcement practice were discussed.

The first Central Asia–European Union Summit was held in Uzbekistan 

On April 3–4, the historic first Central Asia–European Union Summit will take place in Samarkand under the chairmanship of President of Uzbekistan Shavkat Mirziyoyev. The summit will bring together key regional and European leaders, including President of the European Council Antonio Costa, President of the European Commission Ursula von der Leyen, and the Presidents of Kazakhstan, Kyrgyzstan, Tajikistan, and Turkmenistan. Held under the motto "Investing in the Future," the event will also feature the participation of the heads of the European Bank for Reconstruction and Development and the European Investment Bank. The agenda focuses on strengthening multifaceted ties and practical cooperation between Central Asia and the EU, with emphasis on boosting investment, trade, and collaboration in innovation, green energy, mining, agriculture, transport, logistics, and digital technologies. Cultural, scientific, and educational exchanges will also be addressed, alongside pressing regional and global issues. As part of the summit, leaders will attend the Samarkand International Climate Forum on April 4 and engage in bilateral meetings aimed at deepening diplomatic and economic partnerships.

The President of Uzbekistan and the Head of the EBRD discussed the priorities of the strategic partnership

The business agenda of the first Central Asia–European Union Summit officially commenced on April 3 with a key meeting between President of Uzbekistan Shavkat Mirziyoyev and President of the European Bank for Reconstruction and Development (EBRD) Odile Renaud-Basso. The talks focused on deepening Uzbekistan's strategic partnership with the EBRD, which has already invested over €5 billion in the country's economy—around €1 billion of that in the past year alone, with a strong emphasis on private sector support. The two sides reviewed progress under the medium-term Country Partnership Strategy and emphasized the importance of improving project efficiency by streamlining procedures and accelerating preparation processes. They agreed to expand cooperation in vital areas, including SME development, support for women and youth entrepreneurs, and public-private partnerships—especially in education, water management, and waste recycling. Further collaboration will prioritize green economy initiatives, decarbonization, digitalization, artificial intelligence, the mortgage market, and transport infrastructure. The meeting also covered preparations for upcoming major economic events, such as the Tashkent International Investment Forum and the next Foreign Investors Council meeting, scheduled for June.

The leaders of Uzbekistan and the EU called for a radical expansion of economic cooperation

The President of Kazakhstan held a meeting with President of the European Council Antonio Costa

Kassym-Jomart Tokayev, who arrived in Samarkand to participate in the Central Asia–European Union summit, held a meeting with President of the European Council Antonio Costa. The European Union is Kazakhstan's largest trading partner and foreign investor, accounting for more than 40% of total foreign direct investment. In 2024, the trade turnover between Kazakhstan and the EU member states reached about $50 billion, which is 80% of the total volume of EU trade with Central Asian countries. The meeting was devoted to discussing the prospects for further strengthening multifaceted cooperation in various sectors of the economy. Kassym-Jomart Tokayev and Antonio Costa stressed the importance of the dynamic development of partnership between Kazakhstan and the EU based on mutual trust, strategic interests and long-term prospects.

The President of Kazakhstan met with President of the European Commission Ursula von der Leyen

Kassym–Jomart Tokayev met with President of the European Commission Ursula von der Leyen on the sidelines of the Central Asia-European Union summit. During the meeting, prospects for the development of cooperation between Kazakhstan and the European Union in various sectors of the economy, digitalization and innovation were discussed. The parties positively assessed the beginning of procedures for concluding an agreement on visa facilitation between Kazakhstan and the European Commission. Kassym-Jomart Tokayev stressed that the Enhanced Partnership and Cooperation Agreement remains the foundation of multifaceted cooperation between Kazakhstan and the EU. The President outlined four priority areas in which Kazakhstan has the potential to deepen cooperation with Europe. We are talking about energy; the implementation of large infrastructure and industrial projects; the expansion of transport and logistics networks; digital innovations, advanced technologies and artificial intelligence. In turn, Ursula von der Leyen noted the importance of implementing projects in the field of transport and logistics, including the Trans-Caspian International Transport Route. She also congratulated Kassym-Jomart Tokayev on the discovery of a large deposit of rare earth metals in Kazakhstan. The interlocutors agreed to continue working within the framework of the C5+EU dialogue platform, and also discussed topical issues on the regional and international agenda.

Kassym-Jomart Tokayev meets with President of the European Bank for Reconstruction and Development Odile Renaud-Basso

The meeting was devoted to discussing cooperation in various sectors of the economy. In 2024, the Government of Kazakhstan and the EBRD reached agreements on financing 25 projects, investments in which will reach $ 935 million. Odile Renaud-Basso provided the President of Kazakhstan with updated information on the implementation of the green transition program, in which the EBRD plans to invest 2 billion euros. Kassym-Jomart Tokayev expressed gratitude to the President of the EBRD for assistance in the development of the banking sector in Kazakhstan. The interlocutors also exchanged views on global trends in the financial sector.

The President of Turkmenistan received the heads of international sports organizations

On April 2, 2025, President of Turkmenistan Serdar Berdimuhamedov received Hussein Al-Musallam, Director General of the Olympic Council of Asia, and Sheikh Joaan bin Hamad Al Thani, First Vice President of the Association of National Olympic Committees and President of Qatar’s Olympic Committee, to discuss prospects for strengthening cooperation in the field of sports. The guests praised Turkmenistan’s significant efforts in promoting physical culture, sports infrastructure, and training elite athletes. President Berdimuhamedov emphasized the country’s commitment to fostering a healthy lifestyle and engaging youth in sports, while also highlighting Turkmenistan’s active role in the Olympic Movement, exemplified by the successful hosting of the 2017 Asian Indoor and Martial Arts Games in Ashgabat. President Sadyr Japarov met with President of the European Bank for Reconstruction and Development Odile Renaud-Basso

On April 3, 2025, President of the Kyrgyz Republic Sadyr Japarov met with President of the European Bank for Reconstruction and Development (EBRD) Odile Renaud-Basso in Samarkand to discuss expanding bilateral cooperation. The talks focused on attracting investments into strategic sectors, supporting joint infrastructure and green energy projects, and enhancing private sector development. President Japarov expressed gratitude for the EBRD’s contributions, particularly in the energy sector and in facilitating the Kambar Ata HPP-1 project through the Donor Coordination Committee. Emphasizing the importance of sustainable development, he highlighted the need for investment in water infrastructure and environmental protection. In response, Renaud-Basso reaffirmed the EBRD’s commitment, noting that total investments in Kyrgyzstan have reached $1 billion, with $52 million allocated to the real sector in 2024 alone and 11 projects already signed. She also announced a $100 million project to improve access to clean water in 25 settlements and plans to support the reconstruction of the Kara-Balta–Chaldybar highway. President von der Leyen affirmed the EU’s strong interest in deepening ties with the region, including with Turkmenistan. The discussion focused on the Commission’s vital role in supporting the Sustainable Development Goals and providing expert assistance to Uzbekistan in areas such as transport, innovation, energy, ecology, gender equality, and WTO accession. The parties reviewed progress on regional and national projects, particularly initiatives launched at the first SPECA summit in Baku, including the adoption of the SPECA Development Concept until 2030 and trade facilitation measures with the EEC. The delegation conveyed warm greetings from their respective national leaders, and discussions focused on strengthening multifaceted cooperation between Uzbekistan and the Arab world, particularly through inter-parliamentary dialogue. The parties noted with satisfaction the rapid development of comprehensive partnerships, highlighted by strategic ties with the UAE and Qatar, as well as expanding collaboration with Saudi Arabia, Egypt, Bahrain, and Oman. The President of Uzbekistan noted the important results of fruitful cooperation with the Inter-Parliamentary Union

On April 7, President of Uzbekistan Shavkat Mirziyoyev received a delegation from the Inter-Parliamentary Union (IPU), including Chairperson Tulia Ackson and Secretary General Martin Chungong, on the occasion of the 150th anniversary Assembly held in Tashkent. The IPU leaders warmly congratulated the President on the successful organization of the event and his impactful plenary address, noting that Uzbekistan’s hosting of this major forum and the support for its initiatives reflect international recognition of the country’s ongoing democratic reforms, particularly in parliamentary development. The strong and expanding cooperation between Uzbekistan and the IPU was highlighted, including recent joint events such as the Inter-Parliamentary Forum on Sustainable Development in Bukhara and the 14th Summit of Women Parliamentary Leaders in Tashkent. The delegation of Turkmenistan held several meetings within the framework of participation in the 71st session of the United Nations Economic Commission for Europe

On April 8, 2025, during the 71st session of the United Nations Economic Commission for Europe (UNECE), Turkmenistan’s delegation, led by Deputy Chairman of the Cabinet of Ministers Khojamurad Geldymuradov, held productive discussions with UNECE Executive Secretary Tatiana Molchan. They focused on expanding cooperation in areas such as sustainable development, trade, ecology, transport, and energy. As part of the discussions, Geldymuradov presented an official invitation to Molchan, on behalf of Turkmenistan’s National Leader Gurbanguly Berdimuhamedov, to attend celebrations marking the 30th anniversary of Turkmenistan’s permanent neutrality. Molchan expressed her appreciation for the invitation and affirmed her commitment to attending, acknowledging the significance of Turkmenistan’s neutrality in fostering international peace. Later that day, the delegation also met with UNCTAD Secretary General Rebecca Greenspan, discussing topics including sustainable economic development, trade expansion, digital transformation, and investment. Meeting of the delegation of Turkmenistan with the Director General of the World Trade Organization

On April 9, 2025, during his visit to Geneva, Deputy Chairman of the Cabinet of Ministers of Turkmenistan Khojamurad Geldimuradov met with Director General of the World Trade Organization (WTO) Ngozi Okonjo-Iweala. During the meeting, the parties discussed the current interaction and possible forms of further cooperation between Turkmenistan and the WTO, including issues related to the process of Turkmenistan's accession to the organization. The WTO Director General highly appreciated Turkmenistan's efforts and professionalism in matters related to WTO accession. The President of Uzbekistan held a meeting with the head of the Institute of Global Change

On April 10, President of the Republic of Uzbekistan Shavkat Mirziyoyev received former British Prime Minister and Chairman of the Global Change Institute Tony Blair. Issues related to the development of practical cooperation between Uzbekistan and this reputable structure were discussed. Tony Blair highly appreciated the progress and scale of the ongoing reforms on the construction of a New Uzbekistan, and expressed his readiness to provide the necessary expert advisory assistance as part of their further advancement. Other main areas of cooperation included activities aimed at attracting large strategic investors in economic sectors, technological modernization, accelerating digitalization and the introduction of artificial intelligence, and the implementation of joint programs and projects in priority areas. It should be noted that the institute, established by former British Prime Minister Tony Blair in 2016, is an international non-profit organization. It assists various countries in developing new models of sustainable and innovative growth, combating climate change and other modern challenges.

The President of Uzbekistan noted with satisfaction the results of a full-scale partnership with the World Bank

On April 10, President of Uzbekistan Shavkat Mirziyoyev received a World Bank Group delegation led by Anna Bjerde, Managing Director for Operations, to discuss the further strengthening of strategic cooperation, particularly in support of Uzbekistan’s ongoing economic reform agenda. Anna Bjerde conveyed greetings from World Bank President Ajay Banga, and both sides expressed satisfaction with the high level of partnership, with Uzbekistan now among the Bank’s largest partners and a joint project portfolio exceeding $12 billion. Discussions focused on priority areas such as poverty reduction through job creation for women and youth, private sector support, state enterprise transformation, and public-private partnerships. Additional emphasis was placed on cooperation in decarbonization, infrastructure modernization, energy efficiency, improving the investment climate, and WTO accession. The parties also exchanged views on advancing key regional projects.

The President of Kazakhstan received Yu Hui Jiao, Chairman of the Board of YTO Express

President of Kazakhstan Kassym-Jomart Tokayev received Chairman of the Board of the Chinese logistics company YTO Express Yu Hui Jiao. During the meeting, the Head of State was provided with information about the activities of Qazpost-YTO LLP, a joint venture of Kazpost JSC and YTO Express. The main goal of this project is to develop a modern and efficient courier delivery network in Kazakhstan and Central Asian countries. It is planned to start construction of a sorting hub in the Almaty region this year, which will reduce the delivery time of mail items. In addition, Qazpost-YTO LLP intends to create an Industrial park in the immediate vicinity of the sorting hub. Following the meeting, the President stressed the strategic importance of such joint projects and noted that they should become an example of effective cooperation between the state and international business.

The delegation of Turkmenistan took part in the regular meeting of the CIS Ministerial Council and the meeting in the Central Asia-Russia format

On April 11, 2025, in Almaty, a delegation of Turkmenistan led by Deputy Minister of Foreign Affairs of Turkmenistan Akhmet Gurbanov took part in a regular meeting of the Council of Foreign Ministers of the Member States of the Commonwealth of Independent States. The event was attended by the heads of the foreign ministries of Azerbaijan, Armenia, Belarus, Kazakhstan, Kyrgyzstan, Russia, Tajikistan, Turkmenistan and Uzbekistan, as well as the CIS Executive Committee. During the meeting, a thorough exchange of views took place on a wide range of areas of cooperation in the Commonwealth format. Issues of multilateral partnership in the field of political, diplomatic, trade, economic, cultural and humanitarian cooperation for the near future were discussed. On the same day, a meeting of the foreign ministers of the countries took place in Almaty within the framework of the Central Asia-Russia summit. The parties discussed the prospects for multilateral cooperation in the context of the implementation of agreements reached during the Summit of Heads of State of the format, and also identified algorithms for the development of mutually beneficial partnership in areas of interest to the countries participating in the dialogue.

The importance of Turkmenistan's permanent Neutrality was discussed during the fourth Antalya Diplomatic Forum

On April 11, 2025, Turkmenistan's delegation, led by Deputy Chairman of the Cabinet of Ministers H.Geldimyradov, participated in the fourth Antalya Diplomatic Forum (ADF 2025) in Antalya, Turkey. The forum, themed "The Return of Diplomacy to a Fragmented World," featured various thematic sessions focused on international cooperation. In his speech at the session "Cooperation, Digitalization, and Development," Geldimyradov emphasized Turkmenistan's commitment to positive neutrality, which has contributed significantly to strengthening global cooperation and advancing the Sustainable Development Goals. He also highlighted Turkmenistan’s initiative in the UN General Assembly to declare 2025 as the "International Year of Peace and Trust," further showcasing the country's dedication to global peace and sustainable development. Additionally, he discussed Turkmenistan's initiatives, such as the Global Atlas of Sustainable Transport Connectivity, the Alliance for Global Energy Security and Sustainable Development, and the Global Framework for the Transition to a Circular Economy. On the sidelines of the forum, Geldimyradov also met with Erol Ozvar, Chairman of the Council of Higher Education of Turkey, to discuss enhancing cooperation in science and higher education, including organizing joint events in educational institutions of both countries.

The President of Kazakhstan held a meeting with the military personnel of the National Peacekeeping Contingent

President of Turkmenistan meets with Emperor Naruhito of Japan

On April 15, 2025, during his visit to Japan, President Serdar Berdimuhamedov met with Emperor Naruhito at the Imperial Palace. The Emperor warmly welcomed the President and expressed satisfaction with the growth of bilateral relations, emphasizing the importance of President Berdimuhamedov's first visit to Japan. He congratulated Turkmenistan on its successful National Day celebration at EXPO-2025, recognizing the country's achievements across various sectors. In return, President Berdimuhamedov conveyed greetings from the National Leader of the Turkmen people, Gurbanguly Berdimuhamedov, to the Emperor. The two leaders discussed the potential for expanding trade and economic cooperation, highlighting Japan's high technology and Turkmenistan's vast natural resources. They also emphasized the importance of collaboration in renewable energy, information technology, ecology, and sustainable development. President Sadir Japarov held talks with King of Bahrain Hamad bin Isa Al Khalifa

On April 21, President of the Kyrgyz Republic Sadyr Japarov held talks with King Hamad bin Isa Al Khalifa during his official visit to the Kingdom of Bahrain. The parties discussed topical issues of bilateral cooperation on a wide range of issues, exchanged views on the prospects for deepening cooperation in political, trade, economic, investment, cultural, humanitarian and other fields. The leaders of the two countries stressed the importance of building contacts at all levels and implementing joint projects that will lay the foundation for the progressive development of relations between Kyrgyzstan and Bahrain. During the meeting, Sadyr Japarov emphasized that it was a great honor for him to pay an official visit to the Kingdom of Bahrain as President of the Kyrgyz Republic for the first time in the history of Kyrgyz-Bahraini relations. He noted the symbolism of this visit, which opens a new page in the interaction between the two states, and expressed confidence in further strengthening the mutually beneficial partnership. During his meeting with Gurbanguly Berdimuhamedov in Turkestan, President Kassym-Jomart Tokayev warmly welcomed the distinguished guest to the spiritual capital of Kazakhstan, highlighting its sacred significance for all Turkic peoples. He expressed satisfaction with the positive dynamics of bilateral cooperation, emphasizing the importance of strategic projects in the gas, transport, and logistics sectors for the future of economic ties. Tokayev congratulated Berdimuhamedov on the UN-backed proclamation of the International Year of Peace and Trust, acknowledging Turkmenistan’s growing international stature. A forum dedicated to the 50th anniversary of the OSCE and the International Year of Peace and Trust was held in Ashgabat

On April 22, 2025, the OSCE – 50 Years of Comprehensive Security Commitments towards Peace and Trust forum was held at the Yildiz Hotel in the capital, dedicated to the 50th anniversary of the OSCE and the International Year of Peace and Trust, proclaimed at the initiative of Turkmenistan by a special resolution of the UN General Assembly. The event was organized by the OSCE Center in Ashgabat in cooperation with the Ministry of Foreign Affairs of Turkmenistan. The forum was attended by representatives of government agencies, universities and public organizations of Turkmenistan, heads and employees of diplomatic missions and representative offices of international organizations accredited in Turkmenistan, as well as media representatives. The speakers noted that it was no coincidence that the forum dedicated to the 50th anniversary of the Helsinki Final Act was held in the context of the International Year of Peace and Trust. This is a highly symbolic event that allows us to look at the OSCE's historical path through the prism of modern efforts to promote peaceful diplomacy and trust-based interstate relations. The forum also highlighted the OSCE's priorities in 2025, as well as increased awareness among national institutions and diplomatic missions about Turkmenistan's cooperation with the OSCE. As noted, Turkmenistan's foreign policy, in synergy with OSCE principles and commitments, has made a significant contribution to promoting dialogue, mutual understanding, confidence-building and peace.

Kassym-Jomart Tokayev received UEFA President Alexander Ceferin

Welcoming the guest, the Head of State highly appreciated the support and attention provided by UEFA to our country. Kassym-Jomart Tokayev said that today more than 1 million Kazakhstanis, or 13% of all those involved in sports, are engaged in football. According to him, this clearly reflects the high popularity of this sport in the country. The President of Kazakhstan stressed the importance of forming a stable market business model in domestic football and developing club management. He supported cooperation with UEFA in the implementation of educational and exchange programs aimed at improving the professional level of specialists and young players. In turn, Alexander Ceferin thanked the Head of our State for the meeting and expressed readiness to expand partnership with Kazakhstan. He noted that close cooperation has already been established between UEFA and the Kazakhstan Football Federation. At the end of the meeting, Kassym-Jomart Tokayev presented Alexander Ceferin with the Order of Dostyk II degree for his contribution to the development of sports in Kazakhstan.
