The delegation of Turkmenistan took part in the meeting of the High-level Committee of the Deputy Ministers of Foreign Affairs of the ECO countries

On February 3, 2025, Turkmenistan’s delegation, led by Deputy Foreign Minister A. Gurbanov, participated in the First Meeting of the High-level Committee of Deputy Foreign Ministers of the Economic Cooperation Organization (ECO) in Tehran. The meeting focused on financial and budgetary cooperation, the implementation of ECO Vision 2025, and improving the organization’s mechanisms. Gurbanov reaffirmed Turkmenistan’s commitment to regional cooperation and outlined the country’s strategic initiatives, including a Global Atlas of Sustainable Transport Connectivity, an Alliance for global energy security, and a transition to a closed-loop economy. He also highlighted the importance of effectively implementing the ECO Trade Agreement to enhance regional integration. On the sidelines, Gurbanov met with ECO Secretary General Asad Majid Khan to discuss the current state and future prospects of Turkmenistan-ECO cooperation.

Kassym-Jomart Tokayev received Deputy Chairman of the Cabinet of Ministers, Minister of Foreign Affairs of Turkmenistan Rashid Meredov.

President of Kazakhstan Kassym-Jomart Tokayev received Turkmenistan’s Deputy Chairman of the Cabinet of Ministers and Minister of Foreign Affairs, Rashid Meredov, in Astana for an official visit, reaffirming the strong and strategic partnership between the two nations. Tokayev highlighted the steady development of bilateral relations and congratulated Turkmenistan on the International Year of Peace and Trust, coinciding with the 30th anniversary of its positive neutrality. He also reiterated Kazakhstan’s support for Turkmenistan’s peacekeeping initiatives. Both sides acknowledged the high dynamics of economic cooperation and constructive dialogue on mutual interests. Meredov conveyed warm greetings from Turkmen leaders and reaffirmed Ashgabat’s commitment to strengthening ties with Astana across various sectors. The meeting also focused on implementing prior agreements in energy, transit, transport, cultural, and humanitarian spheres.

The President of Uzbekistan and the Prime Minister of Malaysia have agreed to launch a period of innovative development of the Uzbek-Malaysian partnership

On February 5, at the Perdana Putra Government Complex, President of Uzbekistan Shavkat Mirziyoyev and Prime Minister of Malaysia Anwar Ibrahim held high-level talks to strengthen Uzbek-Malaysian relations. President Mirziyoyev expressed gratitude for the warm welcome and congratulated Malaysia on the success of its Madani state strategy. Both leaders acknowledged the growing political dialogue, trade, and investment ties, spurred by the Prime Minister’s visit to Uzbekistan in May last year. They agreed to enhance economic cooperation through preferential trade agreements, industrial exhibitions, and the creation of a special economic zone in Tashkent under Malaysian management. The leaders declared 2025-2026 as a period of innovative partnership, focusing on petrochemicals, semiconductors, smart agriculture, green energy, and pilgrimage tourism. Mutual cultural exchanges, including Cultural Weeks in both countries, were also planned. Additionally, they emphasized cooperation in international organizations, counterterrorism efforts, and regional security. To ensure timely implementation of agreements, a roadmap was proposed, and President Mirziyoyev invited Prime Minister Anwar Ibrahim for an official visit to Uzbekistan.

President Sadyr Japarov held talks with Chinese President Xi Jinping

During his state visit to China on February 5, Kyrgyz President Sadyr Japarov met with Chinese President Xi Jinping in Beijing to discuss bilateral relations, regional stability, and strategic cooperation. The leaders praised the progress since their 2023 agreement on a Comprehensive Strategic Partnership and reaffirmed their commitment to deepening ties. Xi Jinping highlighted the trust-based political dialogue between the nations and commended Kyrgyzstan’s stable development under Japarov’s leadership. In return, Japarov expressed gratitude for China’s support, lauded the "One Belt, One Road" initiative, and reaffirmed Kyrgyzstan’s commitment to China’s Global Development, Security, and Civilization initiatives. He also supported the establishment of a Secretariat for the "China – Central Asia" regional cooperation format, underscoring Kyrgyzstan’s readiness for further collaboration.

The delegation of Turkmenistan took part in the regular meeting of the special representatives of the Central Asian and EU states on Afghanistan

On February 5, 2025, the sixth meeting of Special Representatives for Afghanistan in the Central Asia–European Union format was held in Dushanbe, with the Turkmen delegation led by Deputy Minister of Foreign Affairs Akhmet Gurbanov. The meeting focused on regional security, Afghanistan's socio-economic situation, and strategies for its stabilization and reconstruction. Participants emphasized the importance of ongoing dialogue and international cooperation to ensure Afghanistan’s transition into a stable and prosperous country. Gurbanov detailed Turkmenistan’s initiatives to support Afghanistan’s economic recovery, while representatives highlighted the need for favorable conditions in economic, financial, and infrastructural sectors. The meeting reaffirmed the commitment to collaborative efforts in assisting Afghanistan’s integration into global systems, recognizing the vital role of the international community, particularly Central Asian states and reputable global institutions.

The OTS Secretary General received the Mongolian Consul General

The Secretary General of the Organization of Turkic States H.E. Ambassador Kubanychbek Omuraliev met with the Consul General of Mongolia in Istanbul H.E. Ankhbayar Danuu on 5 February 2025 at the premises of the OTS Secretariat in Istanbul. The parties discussed the activities and the cooperation areas of the OTS, as well as the increasing role of the OTS in the international arena. The parties also exchanged views on the events within the framework of the OTS and the relations between Mongolia and the OTS Member States. During the meeting, the Consul General conveyed the letter of the Minister of Foreign Affairs of Mongolia inviting the Secretary General to Mongolia.

On February 7, President of Uzbekistan Shavkat Mirziyoyev received a Japanese delegation led by Special Adviser to the Prime Minister Akihisa Nagashima to discuss the deepening of Uzbek-Japanese strategic relations and multifaceted cooperation. Special Adviser Nagashima conveyed greetings and a personal message from Prime Minister Shigeru Ishiba, reaffirming Japan's commitment to Uzbekistan as a reliable long-term partner in fostering free and open international cooperation. Both sides highlighted the dynamic expansion of bilateral ties in trade, energy, industry, infrastructure, education, tourism, and labor migration, with trade turnover increasing by 35% in 2024 and joint projects exceeding $12 billion. President Mirziyoyev emphasized the importance of continued high-level engagement and welcomed Japan's support through its Development Assistance Program. He also extended best wishes for the successful hosting of the World Expo in Osaka. The meeting concluded with discussions on regional cooperation, particularly in preparation for the upcoming first Central Asia-Japan summit.

A welcoming ceremony of the heads of state was held in Harbin in honor of the opening of the IX Asian Winter Games 2025

On February 7, Kyrgyz President Sadyr Japarov, along with First Lady Aigul Japarova, participated in the welcoming ceremony for heads of state at the opening of the IX Asian Winter Games 2025 in the "Sunny City." They were warmly received by Chinese President Xi Jinping and First Lady Peng Liyuan. Following the ceremony and joint photograph, the leaders attended an official reception celebrating the Games' opening. The event was also attended by Pakistan’s President Asif Ali Zardari, Brunei’s Sultan Hassanal Bolkiah, Thai Prime Minister Phetong Khan Shinawatra, South Korea’s National Assembly Chairman Woo Won Shik, and other dignitaries.

OTS Secretary General attended the 2nd Meeting of the TCHF Council in Astana 

On 7 February 2025, Secretary General of the Organization of Turkic States, H.E. Amb. Kubanychbek Omuraliev participated at the 2nd Meeting of the Council of the Turkic Culture and Heritage Foundation in Astana, Kazakhstan. In his address, the Secretary General underlined the significance of holding regular meetings of the TCHF Council in elaborating common approach of the Parties and effectively handling tasks related to the protection and preservation of the cultural heritage of the Turkic World. To promote the common culture and visibility of the Turkic World, the Secretary General proposed to implement joint projects such as the annual Turkic Weeks, common museum pass and others. Moreover, highly estimating the activities of the Foundation for the past period, Ambassador Omuraliev expressed his readiness to support continuing efforts of the TCHF, including the joining process of Uzbekistan to the Foundation as a Member State.

During the meeting, President Kassym-Jomart Tokayev and Russian Security Council Secretary Sergei Shoigu discussed Kazakhstan-Russia cooperation in various sectors, including economic partnership and regional security. Tokayev emphasized the steady growth of bilateral ties, highlighting the significance of Russian President Vladimir Putin’s state visit to Kazakhstan in November and the progress of 171 joint economic projects, over 50 of which are nearing completion. He also noted Russia’s role as a key investor in Kazakhstan and underscored the successful collaboration between law enforcement and defense agencies. Shoigu, in turn, praised the strong relations between the two nations, citing impressive trade volumes and joint projects, while also acknowledging their active cooperation within multilateral organizations like the SCO, CSTO, CIS, and EAEU. The leaders of Uzbekistan and Kuwait agreed to develop a comprehensive partnership 

On February 17, at the Al Bayan Palace in Kuwait City, President of Uzbekistan Shavkat Mirziyoyev and Emir of Kuwait Sheikh Mishaal Al-Sabah held high-level talks to enhance Uzbek-Kuwaiti friendship and multifaceted cooperation. President Mirziyoyev expressed gratitude for the warm welcome and congratulated Kuwait on its upcoming national holidays, acknowledging the successful implementation of Kuwait’s Vision 2035 program, which aligns with Uzbekistan’s long-term development goals. Both leaders highlighted increasing political dialogue, trade, and investment, including the first Intergovernmental Commission meeting held last year. Key areas of collaboration were identified in green energy, industrial cooperation, agriculture, infrastructure, healthcare, and tourism, with agreements to establish an Investment Platform, a Business Council, and a trading house in Kuwait City. Enhanced cooperation with the Kuwait Fund for Arab Economic Development and cultural exchanges through cross-cultural and tourism weeks were also discussed. The leaders reaffirmed mutual support within international organizations such as the UN, OIC, SCO, and the Non-Aligned Movement and coordinated efforts for the upcoming Central Asia-Gulf Cooperation Council summit in Samarkand. Concluding the meeting, both sides committed to strengthening their comprehensive partnership, and President Mirziyoyev invited the Emir of Kuwait for an official visit to Uzbekistan.

A briefing on Turkmenistan's cooperation with the United Nations in the field of human rights and humanitarian law was held in Ashgabat

On February 17, 2025, the Ministry of Foreign Affairs of Turkmenistan hosted a briefing on the country's efforts in human rights protection and compliance with international humanitarian law in cooperation with the United Nations. Attended by government officials, public organizations, and specialized UN agencies, the event was opened by Deputy Foreign Minister Myakhri Byashimova and key UN representatives, including Dmitry Shlapachenko and Matilda Bogner. Discussions highlighted Turkmenistan’s progress in human rights and gender equality, considering recommendations from the fourth cycle of the Universal Periodic Review (UPR). Participants reviewed the activities of the Interdepartmental Commission and exchanged views on further cooperation with international organizations in this field.

The First Turkic Ski Cup held at Amirsoy Resort, Uzbekistan 

The First Turkic Ski Cup took place on 18 February 2025 at Amirsoy Resort, marking a significant milestone in the promotion of winter sports across the Turkic world. This event was jointly organized under the Organization of Turkic States (OTS) by the founding members of the Union of Turkic Ski Resorts, including Amirsoy (Uzbekistan), Shahdag (Azerbaijan), Shymbulak (Kazakhstan), and Uludağ (Türkiye). The OTS Secretary General H.E. Ambassador Kubanychbek Omuraliev delivered a welcoming speech during the opening ceremony of the event. He highlighted that the idea for this tournament was born in September 2024 in Istanbul, where the Heads of Turkic Ski Resorts signed a Memorandum of Understanding to form the Union of Turkic Ski Resorts to promote ski tourism, share expertise, and organize joint events. This initiative has been welcomed at the highest level by the Heads of State in the Bishkek Declaration of the OTS Summit. The Turkic Ski Cup served as a platform to showcase athletic excellence, enhance regional unity, and highlighted the growing potential of ski tourism in OTS Member States. By bringing together over 50 winter sports enthusiasts from the Member States, the event is set to become an annual tradition, further solidifying the region’s place on the global winter sports map.

President Kassym-Jomart Tokayev held talks with King Abdullah II bin Al-Hussein of Jordan 

During his official visit to Jordan, President Kassym-Jomart Tokayev was welcomed at Al-Husseiniyah Palace by King Abdullah II bin Al-Hussein and Crown Prince Al-Hussein with a formal ceremony, including a guard of honor and the playing of national anthems. Tokayev congratulated the King on his silver jubilee and emphasized Kazakhstan’s commitment to strengthening political, economic, and cultural ties with Jordan. Both leaders discussed expanding cooperation in trade, investment, industry, agriculture, transport, tourism, energy, digitalization, and pharmaceuticals, while also addressing international and regional security. Special attention was given to cultural and humanitarian collaboration, with around 300 Jordanian students currently studying in Kazakhstan. The visit concluded with the signing of a Joint Statement and multiple agreements, including memorandums on industrial cooperation, peaceful nuclear energy use, and trade. In a joint statement, President Kassym-Jomart Tokayev congratulated King Abdullah II bin Al-Hussein on the 25th anniversary of his ascension to the throne, praising his leadership in implementing significant reforms across various sectors. The King, in turn, expressed support for Tokayev’s initiatives and Kazakhstan’s modernization efforts. Both leaders reaffirmed their commitment to strengthening bilateral relations and deepening trade and economic cooperation in energy, agriculture, infrastructure, IT, manufacturing, and pharmaceuticals. They discussed expanding collaboration in the nuclear industry, transport, and logistics, particularly through the Trans-Caspian International Transport Route, and considered the possibility of launching direct flights to boost tourism and business ties. Agreements were also reached to enhance cooperation in education, cultural exchanges, and scientific research, with plans to commemorate the 20th anniversary of Astana-Amman twinning in 2025 through joint events. The President of Uzbekistan stressed the importance of close cooperation with Saudi Arabia in the comfortable stay of our pilgrims 

On February 19, President of Uzbekistan Shavkat Mirziyoyev received a Saudi delegation led by Minister of Hajj and Umrah Affairs Tawfiq bin Fawzan al-Rabia. The minister conveyed warm greetings from King Salman al-Saud and Crown Prince Mohammed Al-Saud and presented a sacred piece of the Kaaba’s kiswa as a gift to the people of Uzbekistan. President Mirziyoyev expressed deep gratitude for the gesture and for Saudi Arabia’s support in facilitating pilgrimages for Uzbek citizens, with over 800,000 performing Umrah and 15,000 completing Hajj last year. The discussion focused on enhancing conditions and services for Uzbek pilgrims, ensuring their safety and comfort during their spiritual journeys in Mecca and Madina.

The delegation of Turkmenistan took part in the work of the Third Caspian Economic Forum

On February 17-18, 2025, a Turkmenistan delegation led by Deputy Chairman of the Cabinet of Ministers H. Geldimyradov participated in the Third Caspian Economic Forum in Tehran. The event featured six thematic sessions where representatives of the Caspian littoral states discussed trade, transport infrastructure, energy, and environmental protection. In his speech, H. Geldimyradov proposed establishing joint logistics centers and emphasized the importance of transport corridors linking the Caspian region with global trade routes. He also highlighted Turkmenistan’s initiatives on sustainable transport, energy security, and the circular economy. The forum facilitated regional dialogue, and participants agreed that the outcomes would enhance economic integration and the Caspian Sea’s role in international trade. A Joint Communique was adopted, and the Turkmen delegation was received by Iranian President Masoud Peseshkian and First Vice President Mohammad Reza Aref.

A working meeting was held between the Deputy Ministers of Foreign Affairs of the Central Asian countries and representatives of the European Union

On February 19, 2025, Deputy Ministers of Foreign Affairs from Central Asian countries and representatives of the European Union held a working meeting via videoconference. Representing Turkmenistan, Deputy Minister Myakhri Byashimova participated in the discussions. The parties reviewed cooperation between Central Asia and the EU in political, trade, economic, cultural, and humanitarian fields. They also addressed organizational matters related to upcoming EU–Central Asia meetings scheduled for March and April. The participants acknowledged the growing engagement between the two regions at the highest political level.

President of the Kyrgyz Republic Sadyr Japarov signed an order according to which, for a significant contribution to strengthening the independence of the Kyrgyz Republic, increasing its economic, political, social, scientific, spiritual potential, defense power, ensuring the inviolability of the borders of the Kyrgyz state, preserving peace and stability, interethnic friendship and harmony, building a just civil society, award the jubilee badge "100-anniversary of the establishment of the Kara-Kyrgyz Autonomous Region".

The President of Kazakhstan received Oman's Foreign Minister Badr Al-Busaidi

President Kassym-Jomart Tokayev welcomed Omani Foreign Minister Badr Al-Busaidi, reaffirming Kazakhstan’s commitment to strengthening cooperation with Oman as a trusted partner. Tokayev emphasized the untapped potential for collaboration at both bilateral and international levels and extended an invitation to Sultan Haitham bin Tariq to visit Kazakhstan. Highlighting Oman’s strong reputation in Kazakhstan, he called for deeper engagement in business, culture, and diplomacy. Al-Busaidi praised Kazakhstan’s rapid economic growth, extensive reforms, and influential role in promoting regional stability and global peace. The leaders discussed expanding ties in transport and logistics, agriculture, digitalization, and cultural cooperation, including the establishment of direct flights to enhance connectivity. They also exchanged views on regional security and collaboration within multilateral organizations, reinforcing their shared commitment to peace and development.

The President of Kazakhstan received Chairman of the Cabinet of Ministers, Head of the Presidential Administration of Kyrgyzstan Adylbek Kasymaliev 

President Kassym-Jomart Tokayev met with Adylbek Kasymaliyev, congratulating him on his appointment as head of Kyrgyzstan's Cabinet of Ministers and emphasizing the significance of his first official visit to Astana. Tokayev highlighted the dynamic progress of Kazakh-Kyrgyz cooperation, noting that President Sadyr Japarov’s visit last year had given new momentum to bilateral relations. He stressed the importance of fully implementing agreements at the highest level, expanding trade, launching the Industrial Trade and Logistics Complex at the border, and enhancing transit and transport connectivity. Kasymaliyev, in turn, conveyed Japarov’s warm wishes and reaffirmed Kyrgyzstan’s commitment to strengthening ties in political, economic, water, energy, cultural, and humanitarian spheres. Both sides focused on advancing joint investment projects and deepening cooperation in the water and energy sectors, ensuring continued development of their strategic partnership.

OTS Fatwa Committee Convened in Istanbul

The Secretariat of the Organization of Turkic States (OTS) hosted the meeting of the Fatwa Committee under the Council of Heads of Muslim Religious Boards of OTS on 24-25 February 2025 at its facilities in Istanbul. The meeting was attended by H.E. Abdulaziz Zakirov, Grand Mufti and Chairman of the Spiritual Administration of Muslims of Kyrgyzstan and high-level officials of Muslim religious institutions and leading religious scholars from the OTS Member States. Secretary General of the OTS H.E. Ambassador Kubanychbek Omuraliev addressed the meeting and emphasized the crucial role of religious cooperation in strengthening Turkic unity and solidarity and enhancing people-to-people ties. He underlined the special attention given to this area by the Heads of State of OTS, as reflected in the Bishkek Declaration, and highlighted the importance of coordinated efforts in addressing contemporary religious issues. Moderated by Dr. Mirvokhid Azimov, the OTS Deputy Secretary General, the meeting discussed various aspects of religious jurisprudence, particularly those affecting family life, social well-being, and the spiritual unity of the Turkic world. Participants exchanged views on issues related to marriage, religious rulings on critical medical conditions, and the harmonization of religious practices across OTS countries.

A solid package of bilateral agreements has been signed between Uzbekistan and Pakistan 

Following their talks, President of Uzbekistan Shavkat Mirziyoyev and Prime Minister of Pakistan Shahbaz Sharif signed a Joint Declaration and a Protocol establishing a Strategic Partnership Council to enhance Uzbek-Pakistani cooperation. In their presence, several key agreements were exchanged, including cooperation in science, technology, and innovation, visa-free travel for diplomatic passport holders, collaboration between the Ministries of Internal Affairs, vocational education, youth policy, and national news agencies. Additional agreements were signed between diplomatic academies and the cities of Tashkent and Lahore, further strengthening bilateral ties.

President Sadyr Japarov received a delegation of deputies of the European Parliament's Subcommittee on Human Rights

On February 26, Kyrgyz President Sadyr Japarov met with a European Parliament delegation led by Munir Saturi to discuss Kyrgyzstan-EU cooperation, human rights, and freedom of speech. Japarov reaffirmed Kyrgyzstan’s commitment to democracy and international obligations, expressing concern over what he viewed as one-sided European Parliament resolutions. Saturi acknowledged the strategic importance of bilateral relations but raised concerns about restrictions on civil society and political detentions. Kyrgyz law enforcement officials provided explanations, and Japarov emphasized that such issues should not hinder broader cooperation. Both sides agreed on the importance of maintaining constructive dialogue, with EU representatives praising Kyrgyzstan’s engagement and Japarov urging an objective portrayal of the country’s situation.

Turkmenistan and Turkey are reaching a new level of cooperation in the field of education

On February 24-25, 2025, a Turkmen delegation led by Minister of Education Jumamurad Gurbangeldiyev visited Ankara for the fourth meeting of the Council for Cooperation in Education between Turkmenistan and Turkey. Held at the Turkish Ministry of National Education on February 25, the meeting was co-chaired by Minister Gurbangeldiyev and Turkish Minister of National Education Yusuf Tekin. Discussions focused on strengthening educational ties, enhancing collaboration between higher education institutions, and promoting the exchange of modern curricula and teaching methods. Additionally, the delegation met with Erol Ozvar, Chairman of Turkey’s Council of Higher Education (YÖK), to explore opportunities for expanding scientific and academic cooperation. Topics included higher education reforms, short-term courses for Turkmen students and faculty, joint research, and student exchanges. Both sides expressed interest in organizing mutual visits, joint conferences, and academic initiatives.

Hero-Arkadag highlighted Turkmenistan's commitment to neutrality, peace, and international dialogue, emphasizing past collaborations with Euronews in covering major Turkmen events. He proposed joint projects, digital engagement, and training programs for Turkmen journalists through Euronews Academy. Pedro Vargas David expressed strong interest in deepening cooperation, acknowledging Turkmenistan’s cultural heritage, foreign policy, and tourism potential. The two sides discussed Turkmenistan’s initiatives, including the UN-backed "2025 – International Year of Peace and Trust," and plans for an international forum in Ashgabat in December.
