Joint Statement on the establishment of a Strategic Partnership between the Republic of Kazakhstan and the Socialist Republic of Vietnam
To mark the 65th anniversary of Ho Chi Minh’s visit to Kazakhstan and ahead of the 35th anniversary of diplomatic relations in 2027, Vietnamese Secretary General Toh Lam paid a state visit to Kazakhstan on May 6–7, 2025, at the invitation of President Kassym-Jomart Tokayev. During the visit, both sides praised the deepening friendship between Kazakhstan and Vietnam and agreed to elevate their ties to a strategic partnership. They committed to strengthening cooperation across multiple areas: political dialogue, inter-parliamentary and diplomatic exchanges, defense and security collaboration, and combating crime and corruption. The two countries also agreed to expand economic, trade, and investment ties, improve the business environment, and enhance cooperation within the Eurasian Economic Union. They will promote joint work in agriculture, science, digital transformation, transport, energy, mining, culture, sports, tourism, education, labor, and environmental protection. Emphasis was placed on boosting people-to-people exchanges and regional cooperation, including between cities and provinces. Issues of further expansion and deepening of Uzbek-Turkish relations of comprehensive strategic partnership, primarily in trade, economic and investment spheres, were discussed. The continued intensive contacts and exchanges at various levels were noted with deep satisfaction. The volume of mutual trade and investments is growing, the number of joint ventures and the frequency of flights are increasing. The fruitful results of the regular meeting of the Intergovernmental Commission, the business dialogue and the exhibition held in Tashkent today were highly appreciated. The importance of taking coordinated measures to further increase trade turnover, including by expanding the range of goods under the Preferential Trade Agreement, was emphasized. The National Leader of the Turkmen people took part in the XVI International Economic Forum "Russia – the Islamic World: KazanForum 2025"
On May 16, 2025, National Leader of the Turkmen people and Chairman of the Halk Maslahaty Gurbanguly Berdimuhamedov paid a working visit to the Republic of Tatarstan (Russian Federation) to participate as an honorary guest in the XVI International Economic Forum "Russia – the Islamic World: KazanForum 2025."
He was warmly welcomed at Kazan Airport by Tatarstan Head Rustam Minnikhanov, with traditional hospitality and honors. Berdimuhamedov then attended the Forum’s plenary session at Kazan EXPO, where he delivered a speech emphasizing the role of diplomacy, economic cooperation, high technology, and innovation in the Islamic world. His remarks were met with keen interest and were positively highlighted by other speakers, including Malaysian Prime Minister Anwar Ibrahim.
Following the forum, Berdimuhamedov held a bilateral meeting with Minnikhanov and attended a reception in his honor. Chairman of the Halk Maslahaty of Turkmenistan met with the Director of the Permanent Mission of the Asian Development Bank in Turkmenistan
On May 17, 2025, the National Leader of the Turkmen people and Chairman of the Halk Maslahaty of Turkmenistan, Gurbanguly Berdimuhamedov, paid a working visit to the city of Arkadag, where he met with Artur Andrisyak, Director of the Permanent Mission of the Asian Development Bank (ADB) in Turkmenistan.
During the meeting, both sides emphasized the strategic importance of the 2024–2028 Partnership Strategy and expressed readiness to deepen cooperation, particularly in renewable energy, infrastructure, and digital technologies. Berdimuhamedov noted the ADB’s valuable technical assistance totaling $12 million and stressed Turkmenistan’s interest in expanding joint initiatives.
Andrisyak highlighted Turkmenistan’s progress, especially in Arkadag, a city based on smart and green technologies, and celebrated the 25th anniversary of ADB–Turkmenistan cooperation. A proposal was made to open a training center for nurses, supported by the Gurbanguly Berdimuhamedov Charitable Foundation.

On May 18–19, 2025, the Tehran Dialogue Forum 2025 was held in Tehran, organized by the Center for Political and International Studies under Iran’s Ministry of Foreign Affairs. Turkmenistan was represented by Deputy Chairman of the Cabinet of Ministers and Foreign Minister Rashid Meredov.
During a panel discussion titled "From the Indian Subcontinent to Eurasia: Transport Corridors, Geoeconomics and Emerging Potentials," Meredov emphasized the importance of transport and logistics connectivity for sustainable economic growth and regional integration. He highlighted Turkmenistan’s “Revival of the Great Silk Road” initiative and the country’s active role in regional infrastructure projects, particularly in cooperation with Kazakhstan, Uzbekistan, and Iran. Meredov also noted Turkmenistan’s contribution to global transport dialogue, referencing the 2016 UN Global Conference on Sustainable Transport held in Ashgabat and UN resolutions initiated by Turkmenistan.

On May 21, President Sadyr Japarov of Kyrgyzstan took part in the informal Summit of the Heads of State of the Organization of Turkic States (OTS) in Budapest, Hungary. Held under the theme “The meeting place of East and West,” this marked the first OTS summit hosted by Hungary, an observer country.
In his speech, Japarov praised Hungary's bridging role between the European Union and the Turkic world, and emphasized the summit's significance as a continuation of the Bishkek Summit. He reaffirmed Kyrgyzstan’s commitment to its OTS chairmanship goals: economic integration, sustainable development, a digital future, and collective security.
He announced upcoming events in Kyrgyzstan, including a meeting of OTS prime ministers and vice presidents in the fall, and highlighted the doubling of trade between Kyrgyzstan and OTS countries over the last four years. He also stressed support for initiatives like the Digital Partnership Agreement and the Turkic Investment Fund, referencing Kyrgyzstan’s successful cooperation with Azerbaijan, Uzbekistan, and Hungary.
Key priorities mentioned included green energy, infrastructure development, and the China–Kyrgyzstan–Uzbekistan railway, which will cut the route to Europe by 900 km. On May 21, during the informal summit of the Organization of Turkic States (OTS) in Budapest, President Sadyr Japarov of Kyrgyzstan, in his role as OTS Chair, presented the Alisher Navoi International Prize to renowned scientist Professor Aziz Sanjar for his outstanding contribution to the unity of the Turkic world. President Japarov praised Sanjar as a bridge between science and cultures, noting his groundbreaking work in molecular biology and medicine as a global inspiration. He described the award as a symbol of shared values among Turkic nations—brotherhood, intellectual advancement, and mutual respect. Aziz Sanjar, a Nobel Prize-winning chemist in DNA repair research, has authored over 400 scientific articles and 33 books. His work has significantly advanced understanding of aging and cancer development. This marks the second time the Alisher Navoi Prize has been awarded, following its posthumous presentation to Chyngyz Aitmatov in 2022.

Uzbekistan and Slovenia aim to expand technological and industrial partnership
As part of his official visit to Slovenia, President of Uzbekistan Shavkat Mirziyoyev met with Prime Minister Robert Golob to discuss strengthening multifaceted cooperation, with a focus on trade, investment, and joint projects. The leaders praised the fruitful results of the talks and highlighted plans to boost bilateral trade to €500 million, supported by the GSP+ system and a new standardization agreement.
They agreed to develop a plan for industrial cooperation, with Slovenian companies expected to launch projects in Uzbekistan in sectors like green energy, pharmaceuticals, and smart agriculture. A special industrial park managed by Inpark will accommodate these initiatives.
Agreements were reached on labor migration cooperation, direct flights, and using the Port of Koper to access the EU market. Cultural and educational ties will be deepened through joint programs, eco-tourism cooperation, and events such as Cross-cultural Days and Uzbek Cinema Week in Ljubljana.
To ensure implementation, the first Intergovernmental Commission meeting will be held in Ljubljana in July, and a joint roadmap will be adopted. President Mirziyoyev also invited Prime Minister Golob to visit Uzbekistan.

He noted that the combined GDP share of OTS countries has grown from 2.4% in 2010 to 3.1%, with rising international reserves reflecting increasing macroeconomic stability. Tokayev highlighted the financial sector as a key driver for broader economic and investment partnerships, stressing the role of central banks. He welcomed the Council’s agenda, which includes discussions on monetary policy, fintech, and digital currencies, noting Kazakhstan’s leadership in launching the region’s first digital currency—the digital tenge—and the planned adoption of regulations for digital assets. The President of Uzbekistan highly appreciated the fruitful partnership with UNICEF
On May 27, President of Uzbekistan Shavkat Mirziyoyev met with UNICEF Executive Director Catherine Russell to discuss expanding cooperation. She conveyed greetings from UN Secretary-General António Guterres and praised Uzbekistan’s child-focused reforms and national programs.
Both sides expressed satisfaction with the growing partnership. UNICEF has supported key legislation on child protection, social welfare, pediatric oncology, and COVID-19 response.

President Kassym-Jomart Tokayev received French Minister-Delegate for Foreign Trade Laurent Saint Martin
On the sidelines of the Astana International Forum, President Kassym-Jomart Tokayev met with French Foreign Trade Minister Laurent Saint-Martin, French MP Bruno Fuchs, and top executives from EDF, SUEZ, and Sanofi. The President emphasized that France is Kazakhstan’s key EU trade and investment partner, with growing bilateral trade and investment ties. He welcomed the results of the recent Kazakh-French business forum, where 17 agreements were signed, and stressed the importance of their implementation. Discussions covered cooperation in energy, nuclear industry, healthcare, water management, and other sectors. Tokayev also conveyed greetings to President Emmanuel Macron. Saint-Martin noted that over 40 French business leaders had come to Astana to expand cooperation. By the end of 2024, trade between the two countries reached $5.5 billion, while total French investment since 2005 amounted to $20 billion.

Astana International Forum 2025 opens with focus on global challenges
The Astana International Forum (AIF) 2025 opened on May 29 in Kazakhstan’s capital under the theme “Connecting Minds, Shaping the Future.” Now in its second year, the forum brings together over 600 high-level participants from more than 70 countries, including world leaders, policymakers, and business executives, to address global issues like geopolitical tensions, climate change, and economic instability.
In his opening speech, President Kassym-Jomart Tokayev emphasized the need for multilateralism, dialogue, and cooperation amid growing global polarization and conflict. He reaffirmed Kazakhstan’s role as a bridge between East and West, committed to sustainable development, digital transformation, and respect for cultural diversity.
Key speakers included Presidents Paul Kagame (Rwanda) and Gordana Siljanovska-Davkova (North Macedonia), as well as Ban Ki-moon and Council of Europe Secretary General Alain Berset. More than 25 panels are scheduled, covering topics such as international security, energy transition, and economic reform. The forum is also expected to bring major economic benefits, with full hotel occupancy in Astana and an estimated 2.6 billion tenge in revenue.

The Head of State took part in the first Central Asia–Italy Summit
At the first Central Asia–Italy Summit in Astana, President Kassym-Jomart Tokayev welcomed Italian Prime Minister Giorgia Meloni and praised her leadership and meaningful participation in the Astana International Forum. He thanked Central Asian leaders for supporting regional cooperation. Tokayev highlighted Italy as a key partner, calling for stronger ties in trade, energy, green transition, and industrial cooperation. On May 30, President Sadyr Japarov addressed the First Central Asia–Italy Summit in Astana, Kazakhstan, under the theme "Common Horizons: Dialogue Between Central Asia and Italy in the Name of Global Stability."
The summit brought together leaders of Central Asian countries and Italian Prime Minister Giorgia Meloni. President Japarov emphasized Kyrgyzstan's growing strategic partnership with Italy, noting that trade has increased fivefold in four years and inviting Italian companies to invest in hydropower, renewables, banking, digitalization, and tourism.
He underlined the importance of transport infrastructure, especially the $8 billion China–Kyrgyzstan–Uzbekistan railway, set to drastically reduce cargo delivery time from Asia to Europe.
President Japarov also spoke about climate challenges, raising concerns about Lake Issyk-Kul’s shrinking water levels, calling it a warning similar to the Aral Sea crisis.
