According to UN General Assembly Resolution 68/163, which passed in 2013, every November 2 is announced as the International Day to End Impunity for Crimes Against Journalists, following the killing of two Radio France Internationale journalists in Mali. This action aimed to create global awareness for the safety and the issues of impunity for crimes committed against journalists, such as the United Nations Plan of Action on the Safety of Journalists and the Issue of Impunity. It is the initial action within the UN with a multi-stakeholder and holistic approach that covers UN bodies, national authorities, media, and civil society organizations.
Korea, the US, and Japan stage joint air drills with B-1B bombers after the NK ICBM launch.
After the launch of a new intercontinental ballistic missile (ICBM) by North Korea, the United States, South Korea, and Japan exercised air drills with the participation of at least one B-1B bomber in the south of the Korean Peninsula. During the exercise, the fighters from Japan and South Korea accompanied USA heavy bombers over water while the air defense identification zones of the former countries overlapped. According to officials, this exercise will increase the capability of coordination and joint response to North Korea on the basis of the increased security cooperation between the three countries.
8 OPEC+ members extend voluntary oil output cuts by one month.
OPEC+ covered the Organization of the Petroleum Exporting Countries (OPEC) and its allies. Eight member countries of the OPEC+ oil-producing group, namely Saudi Arabia, Russia, Iraq, the United Arab Emirates, Kuwait, Kazakhstan, Algeria, and Oman, make an announcement about cutting the oil put on the voluntary base for an additional one month in the situation of weak oil prices. Although the agreement was planned to end in September 2024, ıt was extended two more months. The agreed extension of the cutting for 2.2 million barrels per day until the end of December 2024 was confirmed by OPEC.

The first day of the Third Global Summit of Religious Leaders concludes in Baku.
With the initiative of President Ilham Aliyev, the Global Summit of Religious Leaders, themed “World Religions for a Green Planet,” held as part of the 29th session of the Conference of the Parties (COP29) to the United Nations Framework Convention on Climate Change was organized by Azerbaijan’s Ministry of Ecology and Natural Resources, the State Committee on Work with Religious Institutions, the Muslim Council of Elders, the Caucasus Muslims Office, and the United Nations Environment Programme. The Prime Minister delivered a message from President Aliyev, then Minister of Ecology Mukhtar Babayev, COP29 President-Designate, UN High Representative Miguel Angel Moratinos, and Mohamed Abdelsalam from the Muslim Council of Elders made speeches. Discussion held around promoting sustainability, raising awareness, and climate change. In general, 30 religious leaders and representatives from 55 countries and 30 international organizations participate in the summit.

Azerbaijani FM highlights COP29 preparations at the 11th OTS Foreign Ministers Council’s meeting in Bishkek.
The 11th meeting of the Council of Foreign Ministers of the Organization of Turkic States (OTS) was held in Bishkek on the 6th of November. Jeyhun Bayramov, Azerbaijan’s Minister of Foreign Affairs, emphasized the cooperation between Azerbaijan and the OTS in the various sectors such as energy security, communication, transportation, and culture. He touched on the 15 years of establishment of OTS by the adoption of the Nakhchıvan agreement and its improvement until this period as a reliable organization. Bayramov highlighted the importance of the Garabagh Declaration adopted at the Informal Summit of the OTS Heads of State on July 6 in Shusha in using the full potential of the Turkic States and expressed confidence in the 11th Summit of the Heads of State of the Organization of Turkic States under the motto “Empowering the Turkic World: Economic Integration, Sustainable Development, Digital Future, and Security for All,” as well as all the documents to be adopted within the Summit, including the Bishkek Declaration of the Eleventh Summit of the Organization of Turkic States.

CAREC Ministers Endorse Climate Change Action Plan and 2030 Strategic Priorities, Launch Regional Climate Fund.
The 23rd CAREC Ministerial Conference took place in Astana.
Endorsement of a new Climate Change Action Plan (CCAP), the midterm review of the CAREC 2030 strategy, and the launch of the CAREC Climate and Sustainability Project Preparatory Fund (CSPPF) held by the member countries of the Central Asia Regional Economic Cooperation (CAREC) Program. It aimed to increase collaboration at the regional level on sustainable development. The CAREC Program is a partnership of countries in Central Asia, the Caucasus, South Asia, and East Asia and development partners aiming to promote sustainable development through regional cooperation. It facilitates practical, results-based regional projects and policy initiatives to accelerate economic growth and reduce poverty in the region.

In the framework of the 29th session of the Conference of the Parties (COP29) to the UN Framework Convention on Climate Change, Philemon Yang, President of the 79th Session of the United Nations General Assembly, arrived in Azerbaijan. He was welcomed by Teymur Musayev, Azerbaijan’s Minister of Health, along with other officials at Heydar Aliyev International Airport.

“Azerbaijan is demonstrating its unwavering support for small island states. We have provided assistance to a number of disaster-prone countries in mitigating the impact of hurricanes, earthquakes, and floods. We have also supported water supply, food security, and the restoration of cultural heritage projects. More than 10 small island states have benefited from our educational grant program to study at universities in Azerbaijan. During our four-year-long chairmanship of the Non-Aligned Movement, we provided financial and humanitarian assistance to more than 80 countries, including 20 small island states.”

Azerbaijan initiates the creation of the first-ever Global South NGO Platform.
On the sidelines of COP29, an international conference on South-South cooperation for NGOs from Non-Aligned Movement countries under the title “Advancing Climate Action through South-South Cooperation: The Role of NGOs” was held at the initiative of the Azerbaijan National NGO Forum on November 15 during COP29. Significant contributions of Azerbaijan during its chairmanship to the NoniAlıgned Movement were emphasized by participants. At the end of the conference, a joint declaration agreed on the role of the NGOs in climate action. The declaration establishes the Global South NGO Platform for Climate Action as a network for sharing best practices and driving sustainable development. In general, 1023 NGO representatives and public activities from 137 countries signed the declaration.

The COP29 Parliamentary Meeting, co-hosted by the Inter-Parliamentary Union and Azerbaijan’s National Assembly, concluded on November 17 in Baku. Under the moderation of figures like Amongin Jacquiline of the East African Legislative Assembly and key speakers as Jan Beagle, Director-General of the International Development Law Organization (IDLO), and David Potter, leader of ICIMOD's Strategic Group for Regional Action and Global Advocacy, the importance of fair policies that safeguard vulnerable groups and align local laws with global climate commitments were emphasized. Discussions and panels were held on the topics of the role of technology, including artificial intelligence, in climate action, health and food security, and climate-induced migration and displacement. In the conclusion, the finai document was adopted.

Baku Initiative Group holds conference on decolonization and green future at COP29.
Within the 29th session of the Conference of the Parties (COP29) to the UN Framework Convention on Climate Change, Baku Initiative Group organized a conference on "Solidarity for Decolonization and Green Future."
MPs, leaders of non-governmental organizations, politicians, eco-activists, and human rights defenders from African countries including Mali, Kenya, the Democratic Republic of Congo, Nigeria, Djibouti, Togo, Mauritania, Zimbabwe, Zambia, and Cameroon participated in the conference. Under the main focus of environmental challenges faced by former colonial countries, discussions on the topics of the adverse effects of colonialism in the regions, sustainable development, and ecological restoration were held.
UN Secretary-General: We must succeed in Baku
UN Secretary-General António Guterres participated in the G20 conference in Rio de Janeiro, Brazil, and made a speech. He said that:
“We must succeed in Baku, build trust, and incentivize the preparation of high-ambition national climate plans next year.”
“Unfortunately, right now, emissions are still rising. So we must speed up the just transition from fossil fuels to renewables. They are now the cheapest source of new electricity virtually everywhere.”
“The G20, as President Lula said, is responsible for 80 percent of global emissions. So we need you out front. Last week, two of your members—Brazil and the United Kingdom—got us off to a good start with new NDC announcements. Every country’s new plans must align with 1.5 degrees—with unambiguous, absolute emissions reduction targets for 2030 and 2035,” Guterres underlined.
“We must succeed in Baku, build trust, and incentivize the preparation of high-ambition national climate plans next year. That goal, the financial goal, in its different layers, must meet the needs of developing countries, beginning with a significant increase in concessional public funds. I welcome the recent announcement by Multilateral Development Banks. The success of COP29 is largely in your hands. Azerbaijan files a statement of claim with the Permanent Court of Arbitration against Armenia.
The Ministry of Foreign Affairs of the Republic of Azerbaijan made a statement on November 19, 2024: "On 19, 2024, the Government of Azerbaijan filed its Statement of Claim with the Permanent Court of Arbitration (in the Hague) against Armenia that details Armenia’s multiple breaches of Azerbaijan’s sovereign rights over its energy resources under the Energy Charter Treaty (ECT) and fundamental principles of international law.”.
“This Statement of Claim is the latest development in international legal proceedings that began on 27 February 2023, when Azerbaijan served a Notice of Arbitration on Armenia. The arbitral tribunal was constituted on 8 September 2023, and the first procedural meeting between Azerbaijan and Armenia took place on 12 January 2024.”
“During its illegal occupation, Armenia also licensed and regulated the entities that operated the Tartar Hydropower Plant, unlawfully plugging this energy source into its domestic electricity network and directing surplus energy to Armenia for domestic energy consumption. Further, Armenia barred Azerbaijan from accessing the Khudafarin and Giz Galasi project sites, delaying the completion of these critical hydropower projects by 30 years and impairing Azerbaijan’s development of its renewable energy sector.”
“Azerbaijan will continue to seek redress for Armenia’s violations of Azerbaijan’s sovereign rights over its energy resources, including Armenia’s unlawful exploitation and impairment of renewable resources in the liberated territories,” the ministry added.”

Speaker of the Milli Majlis Sahiba Gafarova participated in the Council of the CIS Inter-Parliamentary Assembly (IPA CIS) held a meeting in St. Petersburg, Russian Federation, on 21 November. Speaker expressed her gratitude to the entire group of observers of the IPA CIS Monitoring Mission, including the observers from the Inter-Parliamentary Assembly, for their efforts on the snap elections to the Milli Majlis held in Azerbaijan. The Speaker gave information about recent parliamentary elections, which were remarkable for being the first parliamentary elections conducted across Azerbaijan's entire sovereign territory, including lands liberated from occupation, following this year’s presidential elections in February. Speaker of the Federation Council of the Federal Assembly of the Russian Federation Valentina Matvienko and Speaker of the Council of the Republic of the National Assembly of the Republic of Belarus Natalya Kochanova conveyed their congratulations to Azerbaijan and President Ilham Aliyev on the successful organization of such a grand and important event as COP29. A statement has been issued by The Initiative Group for the Return to Western Azerbaijan of the Milli Majlis (Parliament) of Azerbaijan.
The statement reads: “The attempt by Prime Minister of Armenia Nikol Pashinyan to draw a parallel between the question of Western Azerbaijan and the conception of the fictitious ‘Western Armenia’ concept is unacceptable.”
“The question of Western Azerbaijan is a topic of human rights, one that aims to serve a peaceful, secure, and dignified return of the Azerbaijani people subjected to ethnic cleansing to Armenia. The words ‘Western Armenia’, on the other hand, represent a territorial claim that is enshrined in the Constitution and other key documents and political acts of Armenia.”

President of Poland arrives in Armenia
Polish President Andrzej Duda arrived in Armenia, and he was welcomed by officials.
According to the Polish presidential office, President Duda will meet with President Vahagn Khachaturyan, Prime Minister Nikol Pashinyan, and Speaker of Parliament Alen Simonyan.

CSTO doors open to Armenia, says Russian presidential aide
Russian presidential aide Yuri Ushakov said that “We do not question the right of our Armenian partners to independently determine their path,” Ushakov stated, adding that de jure, Yerevan remains a full member of the CSTO and retains all relevant rights and obligations''.
Practically frozen participation of Armenia in the CSTO was announced by Armenian Prime Minister Nikol Pashinyan in February 2024. Armenia will not participate in events and meetings within the CSTO framework, which are scheduled for November 28 in Astana.

Poland seeks to start discussions on restoring the EU Eastern Partnership format.
President of Poland Andrzej Duda mentioned that “Warsaw wants to restore the Eastern Partnership format by making some changes to it in the future. Poland wants to launch these discussions and wants to participate in the process." The Eastern Partnership (EaP) is a joint initiative that launched in 2009 and covered the EU, its Member States, and six Eastern European Partner countries, namely: Armenia, Azerbaijan, Belarus, Georgia, the Republic of Moldova, and Ukraine.
It is a strategic and ambitious partnership on the basis of common values and rules, mutual interests and commitments, as well as shared ownership and responsibility.
The work in the EaP format has been suspended since the war in Ukraine began in 2022.

Azerbaijan summons Polish Chargé d'Affaires over President Andrzej Duda’s visit to the Armenia-Azerbaijan border region.
Chargé d'affaires of Poland in Azerbaijan, Michal Greczylo, was summoned to the Ministry of Foreign Affairs.
Azerbaijan expressed its protest related to the visit of Polish President Andrzej Duda to the Armenia-Azerbaijan border region near the village of Kerki, which remains under Armenian occupation. Although the zerbaijani side warned, President Duda participated in anti-Azerbaijani propaganda together with the European Union Mission to Armenia. The mission served in contrast to its declared purpose of contributing to stability in the region and confidence-building. It was emphasized that this provocation contradicts the Azerbaijani-Polish relations and that it is necessary to refrain from such steps that affect the legitimate security interests of Azerbaijan.

CIS Economic Council’s 104th meeting convenes in Moscow.
The 104th meeting of the Economic Council of the Commonwealth of Independent States (CIS), with the chairmanship of Alexei Overchuk, Deputy Prime Minister of Russia, began in Moscow, Russia. A report on the activities of the Interstate Council for Exhibition and Fair and Congress Activities of the CIS for 2018-2023 was presented by Chairman of the Interstate Council for Exhibition and Fair and Congress Activities of the CIS, Sergey Shogurov.
The heads of delegations exchanged views on issues covering various domains of economic cooperation, industrial cooperation based on national industrial development strategies, and a set of measures to improve safety culture in the peaceful use of nuclear energy.
